(1) Vendor needs to provide aerial photography service.– Aerial photography must be captured in the spring and when there’s no snow or ice cover present on the ground.– The flight must also be conducted on a day with conditions that are conducive to creating optimal stereoscopic contact prints i.e. clear day with no cloud cover.– The stereoscopic contact prints will be utilized by staff scientists to identify and delineate wetlands with a lens or mirror stereoscope by interpreting vegetation, soil moisture, surface water, general topography, extent of development, and measuring area and horizontal distances.• Specifications for the stereoscopic contact prints are:– Sufficient flight lines to cover the entire location.– Created using film–produced or digitally produced technology.– Panchromatic (Black and white) 9–inch by 9–inch prints.– Effective scale: 1:12,000 (1 inch = 1,000 feet).– 60% forward lap and 30% side lap.– One index photo sheet and one digital index view that indicate the flight lines and numbers of each photo.– Flown with a sun angle that minimizes shadows– Each stereoscopic contact print must be numbered with the flight line and photo number, the date the photograph was taken, and the scale.(2) All the questions must be submitted no later than May 9, 2024.
