DRA-6654 - USA (Rhode Island) - Behavioral Risk Factor Surveillance System - Deadline October 3,2024

Vendor needs to provide behavioral risk factor surveillance system to the government authority located in Rhode Island.1. Administration of the survey by landline and cell phone; interviewing and sample management:– The sample design for landline will be implemented using a disproportionate random sampling from two or more geographically defined strata drawn from listed and unlisted1+ block estimates.– The offeror will receive the call list of landline and cell phone numbers from agency (or another source, if not available from agency). The amount of sample needed each quarter will be requested by the offeror, based on the annual sample design and expected response rates.– Collect data following interviewing schedule, all calls for a given survey month should be completed in the same sample month if possible. In some cases, samples begun in one month may be completed in the first 7–10 days of the next month.2. Quality assurance, monitoring and training of interviewers:– The offeror will implement and document procedures for the assurance of the quality of interviewing and data management steps.– The offeror must employ technology that would enable to unobtrusively monitor actual interviews in progress without prior notification to the offeror.3. Data processing, editing and data submission:– The offeror will process and deliver data to the agency in format by the 20th day of each month following data collection.– The offeror will use the agency provided data layout file for monthly data submission and use the software to run edit fix programs prior to submitting data. Data files submitted must contain information about all telephone numbers called, including complete and incomplete interviews.4. Report production and related annual documentation:– The offeror will prepare an annual technical report within 60 days of completing annual data collection detailing the sampling plan, data collection protocols and any issues encountered during the year will be drafted. Final disposition summaries, response rates, final complete counts will also be summarized.
