(1) Vendor needs to do modernization of the Integrated Eligibility–Health Insurance Exchange Systems. – The goal of the project was to develop a fully integrated system with business rules capable of determining eligibility for a spectrum of health and human service programs and to provide customers with timely and accurate access to benefits and programs for which they are eligible.– The system administers benefits to over a third of Rhode Islanders each year and includes the administration of the State's key benefit programs and health insurance marketplace coverage• IES Worker Portal: Rhode Island Works, Medicaid, Supplemental Nutrition Assistance Program, General Public Assistance and Child Care Assistance Program applications are entered in RI Bridges.• Child Care Assistance Program Portal: This is primarily accessed by CCAP providers and few DHS staff. This portal allows the CCAP providers to update enrollment information. Additionally, providers can view and submit timesheets. Periodic notifications from RI Bridges such as case eligibility, payroll information, etc. are displayed on the portal.• Employment Activity Referral Response Portal: This is primarily accessed by employers. Families who are active on RIW benefits will be assigned to an EARR employer for work related activities. This portal allows the provider to enroll the RIW participant and enter the timesheet. Submitted timesheets are then relayed back to the RI Bridges system and used to process the Supportive service payments.• Customer Portal: One stop shopping access to improve the health of Rhode Island citizens by providing access to and choice of Qualified Health Plans. Through the portal a customer has access to HIX for online registration, eligibility determination, access to Medicaid, and purchase of health benefit plans for his or her family after applicable premium payment. Citizens may also apply for human services programs, including Child Care Assistance, SNAP, Cash Assistance and health coverage for seniors and people with disabilities. The customer also has the option to file for an exemption or to raise an appeal in the case of disagreement with the results of the eligibility determination process. The customer/citizen can also access the portal on an ongoing basis and perform several activities related to their accounts, including annual renewals, plan selection during a renewal period, billing and payments, and overall account management.• Customer Mobile App: To support mobile users, a mobile application, HealthyRhode, is also available. Initially launched as a pilot in the fall of 2020, HealthyRhode allowed targeted customers the ability to check their benefit eligibility, EBT card balance and upload required documents. The app is now available to all customers. While it doesn’t include all the functionality of the Customer Portal, it does allow users to obtain program status updates, make insurance premium payments, report some case change information, and request replacement EBT cards or reset pins.(2) All the questions must be submitted no later than July 9, 2024.
