(1) Vendor needs to provide AntiLitter campaign advertising service from qualified, full-service, public relations and advertising firms with sufficient resources, experience, and ability to provide an array of communication services to educate the public regarding the negative impact of litter on our environment, roadways, and general quality of life. - The program's goals are to reduce trash, expand efforts to remove trash from state thoroughfares, and enhance local streets and public spaces through collaboration with all stakeholders. - Create a Strategic Marketing and Communications Plan that provides the overall framework that meets the messaging needs of the State while providing flexibility to address regional issues and demographics. - Create an Advertising Plan and products for traditional and non-traditional print, broadcast, digital, outdoor, guerilla marketing, and social media. - Conduct Public Outreach and Engagement. - Recruit organizations for RIDOT's Clean Rhodes programs, i.e., Adopt-a-Spot, Adopt-a-Road, Adopt-a-Highway programs. - Create an educational outreach strategy for school-age kids. - Leverage and free partnerships with public figures (movie, sports, music, etc.) social media influencer or a mascot. - Leverage relationships with non-profit organizations that are devoted to litter campaigns. - Include other state agencies as part of campaign - Develop a statewide anti-litter advertising campaign that includes but is not limited to paid advertising, paid digital media, outdoor media, sponsorships, radio and television. - Develop a statewide anti-litter public affairs and marketing program that includes, but is not limited to, social media, public service advertising, website design and content development and updates, and outreach. - Develop a volunteer recruitment marketing program for the Adopt-a-Spot, Adopt-a-Road, Adopt-a-Highway program. - The Vendor shall effectively incorporate creative messaging for school-aged audiences. - Conduct market research such as focus groups to test the Vendor's proposed creative ideas, if applicable and as directed by RIDOT. - Measure campaign effectiveness by conducting and completing an awareness study and other potential measures. - Develop content for social media platforms and provide updates throughout the campaign that provide a variety of educational messages publicizing the anti-litter program. - Public service advertising that potentially feature celebrities and social media influencers and promotional materials (Letters of commitment requested). - Website landing page design, creation, and content development to provide a variety of educational messages that will publicize the anti-litter program. - Social Media content providing a variety of educational messages that will publicize the anti-litter campaign through paid and unpaid media. (2) All the questions must be submitted no later than July 12, 2023
