(1) Vendor needs to provide learning management system.
- Create a learner experience that encourages user participation, offers easy account set up, self-serve reporting, intuitive or logical navigation to access course content and general information quickly.
- Learner profile or portal must be easily accessible to the end-user and administrator. The learner must be able to access their profile when they sign in, the information must be easy to read and contain information unique to the learner.
- Ability to organize employees into learning groups based upon their job title, tasks and department or division assignment and is able to link training options to individual performance evaluations.
- Ability to create personalize learning paths that address specific skill gaps and learning needs through a variety of eLearning tools and resources.
- Ability to assign reports and user groups controls to specific levels of management and leadership within sections, divisions, departments and townwide and allow or restrict user and course data by setting system privileges.
- Ability to generate reports including but not limited to activity reports, course-wise status reports, course completion reports, participation reports, evaluation reports, user details reports, course accessing time log reports, activity reports and quiz or assessment reports.
- Deliver training and learning resources from one centralized platform that offers a cloud- based solution.
- Accessibility across devices. Learners must be able to access courses and information on different devices and operating systems: PCs (Windows, iOS, Chrome book), tablets, Smartphones.
