[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide application service to provide application service provider (ASP) services for the hardware and software maintenance, development, and enhancement of the national electronic disease surveillance system (NEDSS) base system (RI-NBS), and Enhanced HIV and AIDS reporting system.
- Maintain all hardware and software operations within a TIA-942 Tier 1 data center.
- Host a production and staging environment for the NBS and any supporting applications. See system configuration below.
- Deploy upgrades and patches to any supporting applications as needed.
- Assist NBS Coordinators in the implementation and ongoing support of ELR and eCR in accordance with Promoting Interoperability Program standards.
- Deploy NBS version upgrades as directed by PRIDEMS informatics team.
- Provide ongoing support services for network management, database management, security management and user provisioning, including pro-active monitoring of system where appropriate.
- Provide a multi-factor user authentication mechanism, such as Duo, or another comparable, agreed upon solution.
- Provide ongoing support for electronic interfaces or integrations that currently exist and are yet to be created (e.g., NBS to SalesForce interoperability, NBS to immunization registry integration, etc).
- Provide NBS queue oversight, management, or processing for de-duplication, notification of disease messaging to the CDC, incoming electronic data streams, and PHINMS.
- Provide ongoing support services for addressing NBS application questions and end-user support during normal business hours Monday – Friday 8:00 AM to 4:30 PM (Eastern). Support will include telephone, email, and web-conferencing support.
- Provide ongoing 24/7/365 support services for addressing data center, hardware issues, and system availability.
- Provide ongoing system and application performance monitoring, reporting and resolution of anomalies.
- Perform daily system backups with secure offsite storage.
- Support the daily creation of a reporting database.
- Ensure that any routine network hardware or software upgrade activities will not be performed within RIDOH’s business hours Monday – Friday, 8:00 AM until 4:30 PM EST without written pre-approval by the state NBS Coordinators or designated alternate.
- Provide written notice to the state NBS Coordinators or designated alternate for routine network hardware or software upgrade activities performed outside of the business hours stated above.
- Provide notification to the state NBS Coordinators or their designee with notice and updates on any disruption of service to RI-NBS, planned or unplanned. Service disruption communications will also include problem assessments, updates regarding problem resolution, and service restoration expectations.
- Utilize a formal change request process to manage changes to ASP and state environments.
- Provide a Service Level Target (SLT) of 99.5 percent for operations of ASP infrastructure. Infrastructure is defined as the ASP network, hardware, and operating systems
- Provide security certificate procurement and management as related to the NBS hosting solution for Secure Sockets Layer (SSL) traffic, encrypted payloads, and server-to-server certificate authentication.
- Provide network support services such as Domain Name Servers (DNS) administration, firewall administration, private virtual local area network (VLAN), and managed wide area network (WAN) connection
- Provide and account for a plan for disaster management and data recovery.
- Provide ASP data center hardware and software procurement, asset & license management, and service contract management.
(2) All the questions must be submitted no later than January 14, 2023
(3) The contract period will be for one year.
