[B] Scope of Service:
Vendor needs to provide federal lobbying services to provide demonstrate and document its experience working with public sector clients to track and advise on Federal legislation, regulations and any guidance affecting state governments, as well as successfully lobbying Congressional officials, Federal agencies and other policymakers on behalf of its clients to the government authority located in Providence, RI.
• Monitor all Federal legislation and rulemaking with potential impacts on the State’s operations and finances, including new funding opportunities, requirements or mandates and regulatory requirements.
• Advocate for the State’s interests during the development of Federal legislation and regulation and shape Federal policymaking to the greatest extent possible.
• Assist State agencies with compliance with implementation and reporting associated with funding from CARES Act, CAA-21, ARPA, IIJA and other recent or future spending or authorization bills, including seeking clarification on guidance from Federal executive agencies and the Congressional delegation, as necessary.
• Assist the State with developing, submitting and advocating proposals for Congressionally directed spending to maximize the likelihood of success.
• Engage regularly with public sector advocacy associations such as the National Governors Association; research and report on best practices in other states to guide the State’s decision-making regarding the pursuit and use of Federal awards.
• Maintain regular contact with OMB, Governor’s Office and other agencies, as directed, to understand State priorities, provide Federal updates and advise the State on its interactions with Federal partners.
• Provide an annual summary of all advocacy efforts on behalf of the State, including the outcome of each project.
