[B] Scope of Service:
(1) Vendor needs to provide start early system and service to search and find early learning opportunities by filters that meet their unique needs.
- accessible data across agencies will support data-informed decisions and should enhance the user experience for programs and partners
- operational data system that supports interagency collaboration is foundational to a high-quality early learning system
- creates challenges including redundant information requests, manual entry of information, and an inability to configure systems when requirements change
- proven track record of developing components of integrated and configurable early learning operational data systems that meets the needs of the system as described in this document
- solution needs to streamline workflows, address gaps and allow for easy configuration with minimal custom build to allow for maximum agility
- technical assistance shall go beyond training on the system and include workflow facilitation so that users can effectively execute key business functions and explore and leverage configurability features
- centralized database that allows for easy data retrieval from any function as well as a document repository
- allow for interfaces and integration to native technology systems including the integrated eligibility system
- education early learning data system (ECEDS), and current consumer website to search for early learning programs
- streamline processing and data access across early learning programs to address gaps that exist in current disparate systems
- Improve standardized data capture, data sharing, and data use
- Allow for direct communication with workforce members
- Develop, operate, host, and maintain a web-based system that supports the ability for DHS, RIDE, and BrightStars to process, approve, deny, track and manage applications and award licensure as well as ratings

- Ability to centralize business logic, to be reused in multiple forms/workflows, allowing for ease of maintenance
- Ability to expire licenses and issued documents based on logical constraints, calculations, hard dates, or defined periods of time
- Ability to store application components and workflows as templates, easily customizable or embeddable in different business use cases
- Ability to measure user application interaction in such a way as to enhance understanding of future design directions
- Ability to store authentication in a secure store but allow access to credentials for purposes of data integration
- Ability to automate the running of reports, including their exportation and/or transmission via email
- Ability to assign certain fields varying levels of visibility and security
- Ability to use security groups to control access and visibility of data.
- Ability to immutably record and easily audit user actions.
(2) A non-mandatory pre-bid conference will be held on September 23, 2022.
(3) All questions must be submitted no later than September 30, 2022.
