[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide transformation management consulting services to the government authority located in Rhode Island.
- Modernization and integration of IT to support core eligibility functions to improve system navigation and ease of access;
- Recalibration and expansion of HCBS information and awareness activities to further extend outreach to underserved racial and ethnic communities
- Finance the technical and program management assistance required to update business processes and ensure policy and practice alignment.
- Implementing transformative change of this magnitude with so many moving pieces, a proven method for adapting processes and fostering support across agencies and high quality and robust project management are crucial for realizing Project goals.
- Provides a preliminary strategic plan for building the capacity for sustainable system transformation on an organizational level that specifies the role of the agency leaders and managers in providing support for and communicating the rationale for comprehensive reform.
- The vendor must have the staffing capacity to provide the services outlined below on a routine basis and indicate the way they will be performed and evaluated:
- Work team assistance Coordinating and supporting interagency work teams and vendors and their respective work streams.
- Regular engagement Scheduling, coordinating, and facilitating meetings and discussions between and among interagency work teams and other project participants.
- Monitoring progress Developing project milestones and preparing monthly progress reports.
- Information management Preparing materials as appropriate and organizing and maintaining project documents and records.
- Implementation strategizing Identifying obstacles to implementation and proposing timely, realistic solutions and developing alternative implementation strategies that better align or achieve outcomes.
- Vendor coordination and oversight Ensuring vendors are completing required tasks as expected and in accordance with established timelines.
- A strategy for coordinating technology changes across vendors to ensure they align with Project goals.
- Processes for ensuring technology changes enhance the consumer experience and enable staff and community partners to perform routine tasks effectively
- A timeline for reviewing existing system capacity, overseeing the analytic build of new systems, and building an integrated LTSS-wide reporting process.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
