[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide parking citation processing and delinquent collection services and solution
- To provide a comprehensive parking citation processing solution. The proposed solution shall include access to a hosted citation processing system, permit processing system, specified citation processing services, project transition and implementation services as well as ongoing solution maintenance and support.
- Include such elements as tracking of parking citations and related data, processing parking permit payments, pursuit of payment, providing timely production of all correspondence, including notices and letters, accurate processing of all transactions, coordination of appeals processing and scheduling, and the maintenance of records and data for all services provided and any additional and ancillary servicing the city may require
- The proposed solution shall promote the overall efficiency, reliability, performance, and success of the City's parking management program
- Improve revenue recoveries, Reduce overall program costs
- Deliver exceptional customer service, Leverage innovative technologies
- Provide an easy to use, reliable and comprehensive solution
- Deliver enhanced management visibility to key performance indicators for the program
- All transmission equipment will be 5G compatible
- Parking Permit and Citation Processing Solution:
- Complete program implementation services
- Conversion of existing data to the new citation management system
- Comprehensive, fully integrated and real time parking citation management and data processing system for automated and manual citations
- Payment processing, Customer service, Adjudication services
- Permit issuance and management
- Reporting, including database access and retrieval, On-going system support
- Computer terminals and hand held issuance devices
- Additional processing solutions as contractor sees fit that serves the City's needs
- Citation Processing:
- The Contractor shall provide a complete data processing system including all designated operational and support services capable of processing between 120,000 and 125,000 handwritten and electronically generated parking citations per year for in-state and out-of-state owners of parking violations, and of collecting related fines and fees regulated by the City
- Automated Citations:
- The Contractor shall be responsible for ensuring the transmission, integrity, loading and reconciliation of electronically issued citations. The citation processing system shall prepare and transmit scofflaw and other designated special enforcement conditions to the issuance management system for use during electronic enforcement
- Manual Citations:
- Batch, record and verify receipt of all manual citations within one business day of receipt of transmittal sheet from City.
- Reconcile the physical count and the number of batches noted on the control log approved by the City.
- Image copy and data enter manual citation. Include applicable edits and error handling
- The System shall provide the ability for designated staff to perform the following on-line inquiries, updates, and processes:
- On-line inquiry of habitual violator status within the ticket database
- Lists of violators eligible for booting/towing
- Upload of scofflaw lists to handheld ticket issuance computers   
- Vehicle owner's name o Vehicle Identification Number (VIN)
- Ticket number, Status tracking, Assess fines, Payment Processing:
- Bank Deposits, Daily reconciliation of all payments entered with bank deposits,
- Shortages, Overages and Refunds
- The Contractor shall be responsible for collection shortages, which may occur during the collection and processing
- Tracking and reporting of deposits, citation payments, rebilling on partial payments, checks returned for insufficient funds, non-payment of approved payment plans, re-entered citations for payment, vehicle change of ownership, and leased vehicle information
- Online Cashiering:
-  Operate in an online mode and enable user access to the ticket number, license plate number, and vehicle owner name
- Apply all payments and adjustments directly to the database on a real-time basis
- Provide continuous cashiering operations in case of computer or communication outages
- Enable the user to perform payment transactions, print, display transaction totals, make adjustments, and list entries that have been made.
(2) A pre-proposal meeting will be held on April 12, 2022
(3) All the questions must be submitted no later than April 18, 2022.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
