[B] Scope of Service:
Vendor needs to provide learning management system
- to provide a comprehensive, efficient, and user-friendly web-based learning management system (LMS) to host and offer professional learning, professional development, and technical training for school and district leaders, educators, and other identified users in K-12 and adult education
- Accept off-the-shelf, third-party and in-house-created online content for classes, training, or exams - Manage tests and test results
- Be accessible to up to 8,000 users at the same time
- Allow online registration for courses
- Have the capability to be integrated with a local Performance Management system
- Manage approval workflow and allow more than one level of approval
- Allow managers/supervisors to enroll users
- Allow for batch enrollment of users
- Allow for taking a course more than once
- Allow administrator to cancel or delete a course/section
- Allow administrator to add or delete a person from a section
- Create and compile course surveys
- Automatically update performance plan when integrated with the Performance Management system to reflect course completion
- Allow for online completion of course surveys
- Update courses by pass/fail/no show/attended
- Identify users who are near the expiration of certification and alert employee and supervisor via the Performance Management system
- Allow for assignment of training by job title, managers/supervisors and work location
- Manage required courses and automatically alert new users and their supervisors of required training
- Reset certification periods after completion of course
- Allow for adjustments of individual dates for certifications or qualifications
- Allow for certification periods of varying lengths
- Reporting capabilities to include both standard and custom options, including but not limited to: User training profile, Mandatory training, by individual, by course, by date range (expiring/expired), Instructor,
- Allow for multiple domains with unique permissions to each
- Automatically generate/update course calendar when courses are added
- Allow for multiple levels of user permissions
- Provide administrator level user the ability to create and edit user information
- Enable permissions to override and change expiration dates
- Calculate qualifications and certifications expiration dates from the end of the class or exam
- Be able to add non-State of Rhode Island locations for training held offsite
- The solution must allow for mixed-media training options. The solution should have the native ability to display a variety of video and media formats hosted either within the solution itself, on publicly available services such as YouTube or Vimeo, or on a private storage solution such as the State may provide. The solution should provide an unlimited capacity for original instructor content in all media types, including video
- Ability to author new self-paced online learning opportunities
- Provide a learning dashboard to include the ability to view:
- Completed courses by individual
- Competencies demonstrated in learning experiences
- Leaning plan indicating progress and providing recommendations
- The ability to add informal learning opportunities.
