[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide public housing repositioning and development consultant service include the development and implementation of an agency-wide asset repositioning and development strategy that includes consideration of all available tools, including but not limited to the rental assistance demonstration program to the government authority located in Providence, RI.
• Perform a comprehensive review of portfolio, capabilities, capacity, capital needs, financial position, stated goals, and all available options related to redevelopment as well as potential opportunities to add new low-income housing;
• Identify how any new funding could be leveraged to address the capital needs of the portfolio or portions thereof as public housing assets, including funding from the build back better act if passed;
• At the discretion of the agency, the consultant may be asked to advice concerning bond financing transactions;
• In coordination with agency s general counsel, advise the agency in the development of non-profit entities necessary for repositioning and developing assets;
• Coach in developing new skills and capacity necessary for successfully engaging in repositioning and development activity;
• Provide technical expertise and general recommendations that lead to development of a comprehensive agency-wide repositioning and development plan, noting that this plan may proceed with a limited number of projects at first to build capacity;
• Determine feasibility of options;
• Recommend optimal post-repositioning structure and transition plan, if appropriate
• Evaluate agency -owned vacant land, vacant land for sale, small and large-scale abandoned property or real state acquisition opportunities in Providence that would support repositioning and development goals, including general affordable housing development and addition of units to the agency’s portfolio; • For projects the agency desires to proceed with, the Consultant shall develop strategy for obtaining the necessary financing and public subsidies for construction, maintenance, and operation of the Project (the “Finance Strategy).
• At the discretion of the agency, the Consultant may be asked to consult, advise, solicit, negotiate, or contract with and coordinate the work of all Project consultants including the architects, green building designers, engineers, and attorneys in the planning, permitting, and financing of the Project.
(2) All the questions must be submitted no later than February 11, 2022
(3) The contract period will be for two years.
(4) Pre-proposal zoom conference will be held on January 25, 2022

- Onshore (US Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
