[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide employee assistance program administration for state employee service to the government authority located in Rhode Island.
• Provide nationwide EAP benefits to eligible State employees, their dependents and household members (note that the State’s intent is that all participants have access to services regardless of whether they reside).
• Provide a high level of accountability around the member experience both in terms of quality care and administration.
• Increase member access, increase appropriate utilization, enhance the quality of care, and destigmatize the services.
- The State currently provides EAP benefits to eligible employees, their dependents and household members through Optum on a per-employee-per-month fee basis.
• Manage the costs of the EAP benefit program to optimize the cost/value.
- The State seeks a vendor to provide EAP benefit services including:
• Provision of a comprehensive national provider network with uniform quality;
• Provision of cost-effective contracting arrangements that can be demonstrated to represent direct savings to the State and plan participants;
• Provision of a comprehensive set of EAP services;
• Provision of best-in-class member services and customer support;
• Accessible resources;
• Superior level of account management and service;
• Sophisticated web and mobile services for plan participants;
• Workplace training and support services as required by the State
• Commitment to successful implementation;
• Participant and provider education;
• Utilization data reporting (standard and ad-hoc reporting).
• Marketing to engage a diverse workforce.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
