[B] Scope of Service:
(1) Vendor needs to provide enrollment platform and student information hub to implement a technology solution or build a platform that can address the three aforementioned areas of need, while also engaging program staff and stakeholders in a collaborative build process.
• Vendors must demonstrate an understanding of both K12 school choice, registration, enrollment
and Higher Education course registration and dual enrollment. These two areas, while related,
require different data, have different timelines, and need different capabilities for administrator use. We are looking to secure a vendor who can navigate both bodies of knowledge and can provide a solution for both; vendors who only address one will not be considered.
• Develop an online platform that can provide basic information repository and school/course
finder and include capabilities for application, registration, lottery and enrollment needs. This
platform will serve as one centralized location for students and families in Rhode Island to
understand their school and course options (including charter schools, traditional district school,
state-wide schools, dual enrollment courses, AP courses, work-based learning opportunities,
career preparation courses, etc.) and apply/register for options.
• Provide ongoing tech and IT support. Given that this will be an external vendor, RIDE needs to
have dedicated IT support to assist with technical troubleshooting on the platform.
• The information repository and school/course finder should include:
• Student/parent friendly language and UX considerations
• Searchable fields (Boolean search via keyword, searchable on a map, GIS)
• Sorting capabilities/filters (Ex: zip code)
• Accessibility (alt text images, text to speech, etc.)
• This tool must serve multiple audiences, it needs to be multi-faceted and have different
dashboards/interfaces/user types to fulfill multiple team needs/access concerns, including:
• Student/parent-facing interface
• Admin/School/provider-facing interface
• Backend option for RIDE staff (preferred internal RIDE capabilities included below)
• The tool must serve the needs of enrollment; students and families need to be able to sign
up/register and the tool should be able to:
• develop surveys, registration forms, etc. in the system
• include signature capability
• upload documentation
• input fields and information
• set enrollment limits
• determine waitlists
• move students from course to course
• accommodate varying requirements and parameters depending on the school
• include school ranking by 1st, 2nd, 3rd choice, etc.
• Run lotteries and prioritize school rank for best match
• Generate a reporting and analytics dashboard to increase efficiency/capacity by generating
common reports, with the capability to create custom reports, including:
• Archiving data/historical data
• Capacity to export to CSV
• Communications and email capability: the system should be self-contained with
communications capabilities and/or the ability to interface with an email system, such as:
• Email audiences/lists
• Send alerts
• Generate auto-emails
• Interface with other, external email services (preferred: iContact)
• Upload email lists
• Additional requirements for this platform:
• Serve minimum users/use cases (approximately: 150,000)
• Support translation
• Mobile-friendly/potential for a mobile app
• Connect to other platforms/websites
• Provide the ability for users to create account logins and return to their applications or registrations
