[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide evidence-based cognitive behavioural treatment services that addresses anti-social attitudes, values, beliefs, thinking and other criminal cognitions geared toward the specific risks and needs of participants of the Second Chance Act Re-entry Program for Adults with Co-Occurring Substance Use and Mental Disorders. In addition, this procurement is also part of a larger recidivism reduction and criminal justice reform initiative by Governor Gina Raimondo that will seek to build capacity for potential probation and parole referrals
- The future goal is for services to be available for offenders who are court or parole board-ordered and deemed appropriate based on screening and assessment completed by RIDOC staff. For the reasons identified above seeks a vendor who can provide the services in a fourtier group approach. The first tier would consist of groups of two or fewer participants, the second tier would be groups of 3-5 participations, the third tier would be groups of 6-10 participants, and the fourth-tier would be groups of 11 or more participants.
- Treatment shall be designed to meet the specialized needs of moderate to high risk adult offenders residing in the community. The treatment approach must recognize the importance of community safety and criminal justice interests.
- Decreased Probation/Parole Violations: Successful compliance with probation or parole is a key intermediate indicator of an offender’s ability to achieve long-term gains and avoid recidivism. Currently, sixty percent of sentenced admissions are probation violators for both technical violations and new charges. Strong applicants will have a demonstrated ability or plan to reduce probation violation rates and decrease new charges among program participants.
• Program Participation and Completion: A key factor in reduced recidivism is increased participation and completion of evidence-based programs. Strong applicants will have a demonstrated ability or plan to increase session attendance and program completion on the part of participants.
- Design services to address anti-social attitudes, values, beliefs, thinking, and/or other criminal cognitions.
. Design services to provide appropriate dosage as indicated by LSI-R score risk assessment indicating high or moderate risk.
- Explain the method of ascertaining the proper dosage delivery and process to communicate and discuss this dosage protocol with RIDOC staff.
- Implement a mechanism for securing client consent for the exchange of information with the collaborative agencies and persons and shall expect to work in partnership toward the offender’s rehabilitation and risk reduction to the government authority located in Providence, RI.
(2) All question must be submitted no later than April 29, 2019.
(3) The contract term will be for one year.
