[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide energy procurement and consulting services to assist organization with, at minimum, energy budgeting, energy risk management, and energy procurement strategy development, amongst other energy advisory tasks to the government authority located in Providence, RI.
a. Advisory Services
1. The vendor will review all of the state’s energy accounts and develop recommendations on how to best manage the portfolio.
2. The vendor will work to create a procurement strategy based on data and information collected in the previous task.
3. The vendor will work to determine the best contract structure for any resulting energy procurement.
b. Energy Procurement Services
- The vendor will assist procure energy for appropriate state agency utility accounts by providing, at a minimum, the following services:
1. The vendor will define data requirements, identify sources of data, and create an electronic central data repository of all relevant account information. The vendor will be responsible for pulling utility quality data for all accounts included in the procurement.
2. The vendor will work with staff to develop the energy supply RFP. This may include financial and technical qualifications that suppliers must meet in order to become qualified.
3. The vendor will execute the procurement strategy developed under a previous task.
4. The vendor will work to advertise the procurement, contact licensed suppliers for the applicable utilities to inform them of the procurement, pre-qualify those entities, and train them on the energy auction platform.
5. The vendor will provide the technology to host bidder's conferences between potential suppliers and the vendor. In addition to facilitating bidder’s conferences, the Vendor will provide questions and answers from the meeting to staff.
6. The vendor will create pricing scenarios and forecasts from data collected in previous tasks to serve as the baseline against which bid prices are compared.
7. The vendor will conduct the energy auction and perform other necessary administrative duties associated with it.
8. The vendor will monitor the auction and immediately after the auction provide results and analysis.
9. The vendor will reach a decision that adheres to cost savings goals regarding price risk avoidance, maximizes savings, advances renewable energy goals, and any additional objectives that deems appropriate.
c. Energy Management Services
1. The vendor will support account enrollment.
2. The vendor will work and the awarded suppliers to add and delete accounts as necessary over the life of the energy contract.
3. The vendor will provide with access to the energy auction platform where all procurement related materials (i.e., bid documents) and auction are maintained.
4. The vendor will provide, at minimum, semi-annual reports to assess performance of the executed strategy.
