Vendor needs to provide energy supply procurement and consulting services to the government authority located in Rhode Island.– This includes reviewing all energy accounts to develop optimal procurement strategies, determining the best contract structures, and providing monthly performance analyses.– Regarding energy management, the vendor will assist with account enrollment and management and deliver bi–annual performance assessment reports.– For utility budgeting, the vendor will handle forecasting, cost allocations, expense tracking and cost optimization, performing these tasks twice annually.1. Review of energy accounts:– The vendor will review all of the state’s energy accounts and develop recommendations for optimal portfolio management for procurement purposes.2. Development of procurement strategy:– The vendor will collaborate to create a procurement strategy based on the data and information collected during the account review.3. Contract structure determination:– The vendor will work to determine the best contract structure for any resulting energy procurement.4. Data management:– The vendor will define data requirements, identify sources of data and create an electronic central data repository of all relevant account information. The vendor will be responsible for obtaining utility–quality data for all accounts included in the procurement.5. Execution of procurement strategy:– The vendor will execute the procurement strategy developed in a previous task.6. Procurement advertising and supplier engagement:– The vendor will work to advertise the procurement, contact licensed suppliers for the applicable utilities to inform them of the procurement and register and train them on the energy auction platform, if utilized.
