(1) Vendor needs to provide solid waste management plan consultant services to the government authority located in Rhode Island. – Research, develop and prepare a Solid Waste Management Plan (“the Plan”) to guide solid waste planning, decision making and services.– This will include technical feasibility, cost, regulatory and logistical hurdles presented by each alternative.– Task 1: Public Engagement & Interagency Coordination– Deliverable: Public Engagement Strategy that includes, but is not limited to, the following:1. Engagement of Environmental Justice Communities2. Communicating with non–English speaking communities– Task 2: Data Collection and Existing Conditions Review• Municipal Solid Waste with independent focus on residential and commercial components• Mixed Recycling eligible, glass, fiber, metals, and plastics with independent focus on residential and commercial components– Task 3: Identify Vision, Goals, Policies and Objectives.– Task 4: Future Forecasts– Task 5: Strengths, Weaknesses, Opportunities, Threats Analysis• Reduction of contaminants in the mixed recycling stream• Implementation of commercial and multi–family recycling– Task 6: Best Management Practices– Task 7: Recommended Objectives, Actions and Strategies– Task 8: Develop Performance Measures– Task 9: Prepare a Final Solid Waste Management Plan• Existing Conditions• Vision Goals and Policies• Future Forecasts• Strengths, Weaknesses, Opportunities, Threats– Task 10: Roll–Out of Final Deliverables (Presentations and Listening Sessions)(2) All questions must be submitted no later than April 25, 2024 (3) A pre–bid meeting will be held on Apr 26, 2024.
