(1) Vendor needs to provide laboratory information management system for quality analytical and technical laboratory information in support of state and national disease prevention and control, environmental health programs, and the criminal justice system. The centers include biological sciences, clinical toxicology and laboratory support, environmental sciences, and forensic sciences. • Configuration and Implementation: The vendor shall configure and implement a LIMS system that is capable of being customized by the State to meet the changing needs of the laboratory clients specific to the Rhode Island State Health Laboratories (RISHL). • Maintenance: Maintenance and support for the implemented LIMS system, including ongoing upgrades, training, and software and hardware maintenance. • Custom configuration or development: This is an optional task that can be added on to the contract as needed to meet specific RISHL needs to customize the LIMS or integrations between the LIMS and other external systems. • Develop, customize or configure a complete LIMS solution, including transitioning or rebuilding system integrations between key reporting and lab customer systems; • Provide development, training, and implementation support; • If not the incumbent, proposing continuation for the existing system, migrate specified data from the legacy LIMS system to new LIMS System; and, • Provide maintenance and technical support services • Ability to support 120 users and 500 clients • Ability to support minimum 20 concurrent users accessing system • Processing of a large number of samples (> 100,000 per year) in a highly efficient manner • Cloud-storage solution with appropriate security layers of cyber protection. • Ability to complete data conversion and migration from current system database • Product's ability to include features such as user sign-on, customize pop-up helps, help tools, embedded user manuals and ability to embed links to SOPs to assist user on lab's standard practice. • Ability to NOT assign internal accession numbers to electronic orders received via an interface until the specimen is received inhouse and the order is retrieved and processed • Ability to generate bar-code labels for sample container labels. • Ability to use existing Zebra Z series printers for bar-code label printing. • Ability to scan and auto-populate bar-code information within system. • Ability to generate bar-codes within the client portal that will appear on the test requisition and final report and that may be printed as stickers and attached to specimens at the client end. • Rules or algorithm system for tests where a subsequent test is automatically queued based on receiving certain results, e.g., HIV testing algorithm; ability to hold release of interim results until algorithm is completed • Ability to longitudinally capture observational data across multiple time scales including linkage of subcultures to original specimens • Ability to import results into system through electronic interfacing with lab instruments • Ability to batch upload results from a spreadsheet or CSV file. • Ability to have an auditable two-step peer reviewed verification process for all results • Ability for LIMS Administrator to configure and design customized analytical reports • Ability to configure mandatory result interpretations on laboratory reports • Ability to report and flag both qualitative values and quantitative reference ranges • Ability to convey freeform order comments on laboratory reports • Ability to convey freeform comments relating to results on laboratory reports • Ability to convey static testing disclaimers for testing methods or specimen sources relating to results on laboratory reports • Ability to interface instrument quality controls and data validation to document reagent and lot numbers with expiration dates into the LIMS • Ability to perform proficiency testing and competency exercises to capture event specific deviations in pre-analytic, analytic, or post-analytic data • Ability to generate proficiency testing report that can be configured to meet provider specifications • Ability to auto purge electronic lab orders never received in-house for processing based on an established retention period • Ability to easily query database to accommodate laboratory reporting requirements and ad hoc reporting. • Ability to intake insurance information via HL7 ordering interfaces with the providers, and include that insurance information in 3rd party billing company files with minimal staff intervention
