(1) Vendor needs to provide owner project manager service to the government authority located in Rhode Island.
- Overall owners program management.
- Track the status of each project within the program.
- Develop, promulgate and oversee a quality assurance and quality control program.
- Ensure the flow of communications between municipal departments, mayor's administration, contracted design and construction vendors, city council, superintendent and school leadership and department of education.
- Attend weekly meetings, issue meeting minutes and present progress updates.
- As required, assist with reviewing scope of work, contracts and negotiating terms of conditions with proposed vendors.
- Ensure the creation, operation and management of a thorough invoice review process.
- As required, assist with managing vendors to ensure their optimal performance on contracts.
- Develop strategies, which the education department could utilize to save money, mitigate risks and reduce completion time of projects.
- Identify vendors or contractors who are performing poorly and document their performance issues in order to request credits on a contract, pursue liquidated damages or debar from future projects.
- Adhere to any applicable state and federal laws.
- Ensure any projects provide for equality of educational opportunity without discrimination on account of sex, race, color, religion, sexual orientation, national origin or disability.
- Ensure that any new construction projects, or any additions to existing schools have a useful life of fifty years.
- Ensure that all school facilities shall be designed, constructed and renovated consistent with state and federal law for radon, lead, asbestos and other contaminants.
- Help ensure that for major projects the city shall use a complete and detailed breakdown of the estimated costs associated with the project, prepared by a professional construction cost estimator.
(2) All question must be submitted no later than June 22, 2023.
(3) A contract period will be for one year.
