Vendor needs to provide early childhood development supports strategic planning service for support in enhancing the state's comprehensive, statewide Early Childhood Strategic Plan through targeted planning for early childhood programs and services that support children with developmental delays, challenges, and disabilities.
- Throughout this analysis, the vendor should work closely with state partners to ensure that the document and recommendations include and consider the broader complex early childhood system. This includes ensuring that other relevant reports, working groups, and recommendations are discussed and that the final report is well aligned with the state's agency strategic plan.
- The contractor will be responsible for all aspects of researching, designing, managing, and delivering a final report which should include both a full landscape analysis - the System Review - as well as related recommendations - the Implementation Plan - to align early childhood developmental supports more effectively
• Landscape analysis
- Review national best practices for a cohesive system.
• Review of Current Programs
- The vendor should review current programs for programmatic and regulatory gaps, including requesting and analyzing related data.
- This phase must include robust stakeholder engagement.
• New Initiatives:
- Based on identified gaps from the System Review, provide recommendations and related information for any new proposed initiatives.
- The vendor will propose a methodology within the written proposal. After selection, the vendor will develop the final methodology by reviewing agency's needs alongside national best practices and discussions with the project team.
