(1) Vendor needs to provide learning management system.
• Diversity/Equity and Inclusion;
o LMS should train users to recognize microaggressions and self-bias as well as provide best practices to guard against them.
o LMS should help promote a culture of individual responsibility as a key element of systemic change.
o LMS should train users to recognize instances of harassment including, but not limited to, cyberbullying, verbal abuse, physical harassment, gender harassment, workplace violence, sexual harassment, and other discriminatory harassment.
o LMS should provide definitions for Diversity, Equity, and Inclusion dialogue and terminology such as: Intersectionality, Implicit Bias, Microaggressions, Diversity, Equity, Discrimination.
• General Training Topics;
o Gender Diversity
o Sexual Orientation Diversity
o Intentional Inclusion
o Age Diversity
o Religion Diversity
o Disability Diversity
o Understanding appropriate usage of social media and how
social media may impact employment
o LMS should educate participants on laws that protect discrimination and harassment. Title VI and Title IX

o Conflict resolution strategies
2. Platform Features:
• LMS should accommodate multiple learning styles through a diverse pool of module types. The system should demonstrate learning modules that are engaging, interactive, and unique. The LMS should include scenario-based modules, video modules, reflection exercises, and creating actionable next step activities. Scenario-based modules should be refreshed every two (2) to three (3) years.
• LMS should be targeted to understanding workplace culture in a government or state-run Organization.
3. Tracking/Retention
• LMS should have the ability to, but not requirement of, integrating with Workday.
• LMS must provide the ability to track all user participation that can be exported in XLS files.
• LMS must be available on-demand. It should be user-friendly on a multitude of devices such as a laptop, desktop, tablet, or cellular device.
• LMS must have an email notification feature when modules are ready. It should allow users or supervisors to select when to notify participants that a module is available.
• LMS should allow a due date to be set for each module.
• LMS must have both a supervisor track and a standard track for training modules.
• LMS must have the ability to delegate personnel into different roles (i.e. supervisory roles must be able to monitor progress of their employees).
• LMS should have quizzes stitched throughout modules to track progress and retention
4. Security Features
• LMS must provide security settings. It should have the ability to assign a security or access classification to either an individual record or a series of records.
5. Customizability
• LMS should allow system administrator to add customizable content such as introductory videos, personalized scenarios, and or survey/quiz questions.
• LMS should be able to be updated upon request or on an annual basis to include relevant updates to content.
• LMS should allow resources to be posted on the platform.
(2) The contract period will be for one year.
