(1) Vendor needs to provide cost allocation plan services to the government authority located in Rhode Island.
- Review, assess and document current cost allocation plans, systems and processes for each agency
- Evaluate effectiveness of existing cost allocation plans and systems; identify efficiencies, improvement and recommended enhancements as necessary for the following items and any other plan components:
- Cost Allocation Plans (CAP)
- Cost Allocation Systems (CAS)
- Indirect Costing Rates (ICR)
- Statewide Cost Allocation Plans (SWICAP)
- Random Moment Time Studies (RMTS)
- Work Plans
- Automation of cost allocation tracking and reporting functions
- Agency Specific Cost Allocation Activities
- Federal Reporting
- Training
- Special Enhancement Task
- The product of the selected vendor's efforts must be designed to maximize the recovery of program costs and to reduce complexity and increase operational efficiencies of cost allocation plans and systems.
(2) All the questions must be submitted no later than April 7, 2023.
