[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide Covid-19 equity program evaluation and performance measurement services to the government authority located in Providence, RI.
- Clearly define the components of the city’s racial wealth and equity gap.
- Identify key metrics by which the city’s racial wealth and equity gap can be tracked overtime.
- Identify short medium and long- term metrics that can indicate whether the city is on track to closing the racial wealth gap. Short-term indicators may not have an immediate impact on the racial wealth gap, but may create the conditions necessary to close the racial wealth gap over the medium and long-term. For example, if more African heritage students are enrolling in college, they may have higher earning potential later in life, creating the conditions for a narrowing of the wealth gap over the long term. If more African heritage households are purchasing homes, this may create the conditions necessary for them to accrue wealth over time, as their home value appreciates.
- Establish a process for assessing program performance and short-term impact of the covid-19 equity program on the existing racial wealth and equity gap.
- Complete these tasks with a specific focus on the African heritage and Indigenous population of Providence.
- A data dashboard through which the city can view regular updates to key metrics and indicators of program performance and impact.
- A final report on the short-term impact of the covid-19 equity program and the extent to which the city is on track to narrow the racial wealth and equity gap over the medium and long term.
- Final recommendations to maximize the impact of the covid-19 equity program over the medium- and long-term.
(2) A pre-bid conference will be held on November 17, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
