Government Authority located in Rhode Island; USA based organization looking for expert vendor for enterprise risk management consulting services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide enterprise risk management consulting services to the government authority located in Rhode Island.
1. Conduct a comprehensive enterprise-wide risk assessment including stakeholder interviews and surveys, articulation of drivers, triggers and consequences, and clearly define risk ratings’ impact and likelihood.
2. Identify acceptable risk appetite and tolerance levels for the State (Executive Level).
3. Conduct an Existing Conditions Evaluation:
A. Evaluate State’s existing program, processes, and practices.
B. Provide a comprehensive report identifying findings in scorecard format.
C. Provide recommendations based on findings broken down by:
- Immediate implementation due to operational and/or life-safety concerns
- 1-year implementation
- 3-year implementation
- 5-year implementation
- Final implementation of ERM program
4. All recommendations must be accompanied by supporting case studies.
5. Provide advice and recommendations for an ERM framework/system and the associated processes and procedures
6. Consultant should work to align risk management approaches across departments and functions: including developing a consistent framework which would include reporting templates, reviewing and assessing the effectiveness of current policies and processes, and recommending updates (or new) policies and processes to assist with evaluating and managing risks; recommending materiality thresholds ; and developing meaningful and actionable metrics for measuring success. This would include a scoring methodology that can assist with assessing the impact and likelihood of identified risks and includes consideration of existing mitigating controls that offset the risks.
7. Develop a tracking list and risk pyramid to consolidate and prioritize the key organizational risks based on the risk assessments, typical industry risks, and strategic plan risks .
8. Assist the State in developing a risk classification that can be used across the organization to provide a common understanding of the universe of risks.
9. Develop an enterprise-wide risk monitoring framework tailored for the various agencies, departments, boards, etc.
10. Develop models and procedures for measuring risk exposure and assist with developing a periodic re-assessment process so that any new operational and strategic risks are identified and mitigated as part of the overall risk monitoring process.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
