[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide public safety recruitment services to the government authority located in Rhode Island.
- Analyze the current recruitment strategy and provide job market research, creating an effective recruitment strategy and developing and managing an engaging marketing campaign
- Provide a comprehensive digital marketing and branding strategy to enhance the department’s recruiting efforts.
- Include, but not limited to, Police Chief, Fire Chief and Human Resources, and review historical background metrics and strategies used in the past for entry level and lateral police officer recruitments.
- Research the local, state, regional, and national job markets for entry-level and lateral law enforcement officers and identify current trends, best practices, and recruitment strategies that have proven effective for other law enforcement agencies.
- Conduct local market research to determine the most effective messaging and advertising platforms and placements.
- Include identifying gaps in the existing advertising and recruitment strategy and developing campaign effectiveness measurements.
- Develop, design, and implement a unique marketing campaign using a common theme and consistent message for brochures, banners, posters, photos, videos, and internet usage.
- Creative artwork design and native files for print and digital communications, such as storyboards, posters, banners, table covers, advertising, video, and special event promotions, to be used as recruitment tools.
- Implement “Responsive” web design and the latest advances in design such that web pages automatically adjust to be accessible on multiple operating systems and various screen sizes of mobile devices and computers.
- Provide integration and syndication with social media channels including Facebook, Twitter, YouTube, Pinterest, etc., such that content posted on the website can be selectively syndicated to those social media channels and vice-versa.
- Provide Search Engine Optimization services to ensure the optimization of the website’s or web page’s visibility in Internet Search Engine results through the development and implementation of an internet marketing strategy which includes editing the website’s content and associated coding to increase its relevance to specific keywords and to remove barriers to the indexing activities of search engines.
- Incorporate rich media elements such as video, photos, and interactive tools (online chat, educational game, virtual tour, etc.).
- Develop a mechanism that maintains ongoing communication with candidates step-by-step through the application process, from initial contact to securing a place in the police academy
(2) A pre-bid conference will be held on October 26, 2022.
