Government Authority located in Newport, Rhode Island; USA based organization looking for expert vendor for parking ticket collection and processing services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide parking ticket management service (TMS) to the government authority located in Newport, RI.
- Provide all equipment required to issue automated tickets in the field and store, manage, and communicate this data into the centralized data base.
- Handheld units should weigh approximately two pounds or less and include an integrated printer, touch screen for data entry, and an image capture system.
- Please provide type, number of units and all specification information on all equipment to operate this system.
- Vendor will supply all poly-thermal ticket stock to match handheld units. A minimum of 12 handheld units with chargers are required for daily operation. Please provide type of units and all specification information on all equipment needed to operate this system.
- The handheld devices should have interface capabilities with any pay station chosen by the city.
- Vendor’s handheld devices should also integrate with the cities current mobile parking payment app, currently passport.
- Vendor should have the ability to provide data that may be used by a license plate recognition reader (LPR) chosen by the city.
- Vendor will provide all maintenance, repairs and replacement of equipment resulting from normal use for the life of the contract.
- The data base for the TMS must be accessible by the city at all times, except normal maintenance. Vendor will supply phone and internet connections.
- Vendor will ensure all car owner data is populated and verified from tickets issued in the field. Vendor will be responsible to enter this data for all tickets.
- Vendor will be responsible for providing up to 1,100 hours of temporary labor for payment entry and inquiry at the city’s collection office per calendar year. The payment to the vendor will be adjusted based on the city’s payment to the agency providing the temporary labor.
- Proposal must include methods offered to accommodate special requests for reports, updates, special reports, and other data driven projects that may be requested.
- Proposal must include methods offered to accommodate heavy seasonal ticket issuance. This to ensure revenue collection and ticket recipient service is of a high, consistent quality, year-round.
- Vendor to provide phone service to ticket recipients, to address and support payment issues for all delinquent notices. It shall be the responsibility of the vendor to also input and process all handwritten tickets within one week of the vendor’s receipt of such tickets.
- Vendor will provide the city with access to the computer software needed to process ticket information. Vendor agrees to maintain the TMS and revise the software, as required, to conform to the ordinances of both the city and the State of Rhode Island vehicle and traffic laws.
- Vendor will provide the city with access to a real-time reporting tool that enables the city to utilize pre-formatted reports developed at the city’s direction as well as create new reports on demand. This reporting tool will be provided at no additional cost to the city.
(2) Contract term will be three years.
