[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide financial advisory services relating to investments, incentive programs and transactions, including, but not limited to, corporate and real estate transactions to the government authority located in Providence, RI.
• Conducting financial analysis to evaluate existing or proposed incentives, transactions, and other negotiations. Tasks may include, but are not limited to, the following:
o Evaluate project pro formats, including all assumptions;
o Calculate or verify investment returns using financial metrics such as return on cost, cash-on-cash return, IRR, or other financial metrics;
o Evaluate financial feasibility of proposed projects and determine level of public subsidy required, if any;
o Model investment scenarios, including but not limited to other public subsidies such as any tax stabilization agreement;
o Recommend financial structure(s) that optimize the public investment; and
o Evaluate the level of public sector risk in a proposed transaction and suggest methods to improve its proposed structure to reduce the public sector risk.
• Completing due diligence on existing or proposed transactions and other corporation investments.
• Reviewing investment documents, such as incentive agreements.
• Analyzing timelines and milestones for critical deliverables such as:
o Charting timelines for major deliverables across each incentive program;
o Timelines could include but not be limited to, financial milestones, key administrative or operational dates and public communications or rollout timelines;
o Initial period anticipated to include planning, followed by implementation and monitoring and compliance.
• Recommending best practice approaches for implementation.
o Advisor may be asked to produce and or present an associated tactical implementation plan(s);
o Plans must take into account the specifics of each incentive program and identify timeline parameters, tracking and analyzing what flexibility, if any, may exist;
o Advisor will develop a monitoring and compliance system and when necessary introduce corrective action plans to meet objectives and timelines.
• Providing ongoing support, operational guidance, and outreach assistance.
o Advisor will provide input to guide the project toward successful implementation and help guide incentive team staff with solutions to enable and ensure progress;
o Calculate or verify investment returns using financial metrics such as return on cost, cash-on-cash return, IRR, or other financial metrics;
o Preference will also be given to advisor’s cable of outreach to industry stakeholders and potential applicants as the selected advisor may be asked to support prospect generation and introductions to major domestic and global partners in industry, academia, and other research and or non-profit institutions.
• Negotiating on the Corporation’s behalf with prospective and current investment partners.
• Complete market analysis, including but not limited to, the following:
o Evaluate market assumptions for proposed projects of all asset classes, including rents and sale prices, operating expenses, financing terms, and return expectations;
o Confirm or determine highest and best use; and
o Identify market risks and opportunities.
