[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide broadband network consulting services to the government authority located in Newport, RI
- Looking for a fiber optic based broadband internet solution that will serve residents, business and governments throughout the Island.
- Consultant will perform a broadband assessment, feasibility, economic viability analysis, conduct market analysis, spatial application development, engineering network design, business plan development, regulatory understanding and operation best practice scenarios and to develop written recommendations for presentation to the Island staff and project executive board for further considerations
- The resulting body of work will provide a reasonable assessment of citizen’s interests in broadband service improvements and additional options, opportunities for the Island to foster this interest, viable business, financial and operational models, and a deployment plan that will enable the Island to take advantage of these opportunities.
- Determine the specific gaps with little to no coverage on the Island
- Map the areas with little to no coverage to provide a guide for municipalities on the Island to identify those areas where new broadband services will be required to ensure full broadband coverage.
- Interact with local providers and municipalities to map existing fiber lines
- Provide a recommended plan for the Island to engage with the fiber provider to lay new, or extend, fiber to provide coverage for gap areas
- Provide oversight and coordination of other project groups such as state and local governments, technology architecture, grant management, marketing and education, legal, and technology implementation teams to ensure timely and complete implementation
- The network design must have the ability to provide access to all premises on the Island as well as surrounding inhabited islands, although not all residents or businesses may choose to connect
- The network should be designed to be expandable in a manner as efficient and effective as possible to increase capacity and to accommodate advances in technology as may reasonably be expected to become available over the life of the network
- The network design must accommodate and provide sufficient bandwidth for interactive video services.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
