Government Authority located in Rhode Island; USA based organization looking for expert vendor for employee benefits actuarial, communications and consulting services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide employee benefits actuarial, communications and consulting services to the government authority located in Rhode Island.
1. Generally, provide ongoing analysis of the State’s health benefits program
(medical/prescription, dental, vision) to assure proper design, funding,
administration and regulatory compliance.
a. The selected vendor will:
i. Brief OEB leadership on new developments in public sector health
benefit issues and make recommendations for improvements.
ii. Review existing programs and make recommendations for changes in
plan provisions, alternative delivery systems, financing alternatives,
employee contributions, and other areas, as appropriate.
iii. Provide information on health care cost trends, alternative payment
models, clinical quality metrics, benchmarking, chronic disease
management, innovative care models, and wellness initiatives.
iv. Provide ongoing consultation regarding requirements of the
Affordable Care Act as well as any federal or state regulatory
requirements that would impact the medical, pharmacy, dental and
vision plans.
2. Provide assistance identifying best practices in benefit plans.
a. The selected vendor will undertake benchmarking studies and provide
consultation on trends and strategies on an on-going basis to manage cost
efficiencyand effectiveness.
3. Provide compliance advisory services incorporating both federal and state tax law,
and other provisions of federal and state law that impact section 125 cafeteria plans
and employer-sponsored benefits plans generally
4. Develop/assist in implementation of new plan designs, including actuarial cost
projectionsfor various plan feature changes and improvements.
5. Evaluate appropriateness of alternative financing mechanisms such as
employee contributions, HRA/ HSA/ FSA accounts, and conventional
insurance.
6. Provide consultation services specific to the State’s pharmacy benefit.
a. The selected vendor will assign a Pharmacy Consultant who is a clinical
pharmacist and/or a pharmacy industry expert available to assist with various
pharmacy benefit consulting inquiries including but not limited to, industry
trends, legislative environment at a federal and state level, clinical utilization
management programs, cost containment strategies, and other general pharmacy
related consulting.
7. Provide ongoing data warehousing/analytics services.
a. The selected vendor will establish and maintain a data warehouse to preserve
historical and current enrollment, medical and pharmacy, and dental and vision
claims data in its original form.
b. The selected vendor will provide standard and custom-built analytics to identify
trends and anomalies to improve financial decision making and health

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
