Government Authority located in Rhode Island; USA based organization looking for expert vendor for COVID-19 specimen collection and mobile courier services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide COVID-19 specimen collection and mobile courier services including staffing, coordination and oversight to the government authority located in Rhode Island.
- to provide personnel to staff the various sites and functions,
- to provide the necessary supplies to complete the swabbing work and coordinate the activities of individuals working at the site to ensure smooth and efficient running of site operations and delivery of samples to the partner labs,
- required external vendor assistance to perform two distinct types of COVID-19 tests to detect the presence of the COVID-19 virus:
- PCR – nasopharyngeal and nasal swabs – collecting of patient specimens and delivering of the specimens to partner laboratories; and
- Rapid Tests – collecting of patient specimens and providing the patient with a result on site. Rapid testing sites will also require PCR swabbing capabilities as a confirmatory measure for positive rapid results,
- The COVID-19 specimen collection effort in state is broken into three separate settings:
- Fixed Swabbing Sites are large sites dispersed across the State, these sites allow members of the public to make appointments or walk in for COVID-19 tests, These sites also include K-12 settings. Sites require vendor support for swabbing, staffing, coordination, and management for either dedicated PCR, rapid testing with confirmatory PCR, or both,
- Mobile Swabbing Teams conduct PCR swabbing at long-term care facilities, including nursing homes and assisted living facilities, rapid testing at K-12 schools, and in various other community outreach settings. Vendor support is required for deployment to identified facilities, nasal or nasopharyngeal swabbing of patients, and transportation of specimens to partner labs, as well as rapid testing capabilities at specified sites. Vendor support is also needed to provide mobile testing units in the form of vans or other similar means to conduct pop-up testing events in various communities,
- Medical Courier Services involve the transport of COVID-19 PCR test specimens collected from the various sites to commercial laboratories for processing. Vendor support is required to provide medical courier services between sites and laboratories as needed.
(2) All the questions must be submitted no later than May 20, 2021.

- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
