Government Authority located in Rhode Island; USA based organization looking for expert vendor for human resource consulting services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide human resource consulting services to assist in the planning and organizing of the District’s human resource functions and operations on an on-call basis to the government authority located in Rhode Island.
- The District is a quasi-governmental agency with a current non-union employee base of four (3 full-time and 1 part-time) employees. All human resource functions are the responsibility of the District, including payroll, benefits, and policymaking. Below are specific services requested, however other requests may be requested throughout the term of the contract.
• Review existing District Employee Handbook and recommend updates to keep up with industry best practices and the District’s current operating procedures.
• Review existing job descriptions and revise as needed. Develop new job descriptions, if necessary.
• Assist in establishing human resource infrastructure, including succession planning, and strategies for implementing processes and practices.
• Conduct salary studies of all positions and update periodically. Research will include the
review of comparable positions within the region to ensure that salary ranges are in line with industry standards. The review will include consideration of longevity, experience, and other knowledge, skills and abilities that may be a factor in compensation consideration for existing staff.
• Develop performance review process and develop training program for District staff on goal setting, leadership and communication as they relate to the organization’s values.
• Ensure compliance with all labor laws, standards, and regulations.
• Other work may include, directing the hiring of new staff, review of benefit packages, and administering policies, as needed.
[C] Eligibility:
- Onshore (USA Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
