Government Authority located in Rhode Island; USA based organization looking for expert vendor for SNAP improvements for payment accuracy.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide SNAP improvements for payment accuracy to the government authority located in Rhode Island.
- to provide services that focus on increasing payment accuracy and mitigating the Supplemental Nutrition Assistance Program (SNAP) payment errors identified via SNAP quality control reviews during the federal fiscal year 2018,
- a vendor will set up a mechanism to complete preauthorization case reviews and provide coaching to staff completing the reviews, develop curriculum and implement a training for branch office staff around mitigating the errors relating to the FY2018 findings, and creating of job aids and desk guides relating to the FY2018 top three error-prone areas,
- Staff Development and Learning (CSDL), vendor will develop a SNAP intensive computer-based training/Learning Management System focusing on error prone areas of SNAP implementation —income and SUA,
- All staff will be retrained to ensure that both new and seasoned employees are adhering to the same processes within the system,
- Calculate income and wages and verify that the budget determination is accurate.
- Calculate shelter expenses and appropriately apply the SUA.
- Follow best practices with entering data in the RIBridges system;
- Address all outstanding tasks present in a case;
- Review and understand eligibility results prior to case authorization;
- Maximize the time interacting with customers via telephone contact to ensure a case is processed holistically and thoroughly, thus minimizing errors; and
- Follow program rules and procedures,
- The vendor will oversee the expansion of the Department’s current quality improvement program.
The vendor will help set up the program by utilizing and enhancing existing quality improvement
technology and guide and oversee the staff completing this work. This will involve:
- Assisting with the technology and system needs to get the preauthorization review process
up and running,
- Assisting with the identification the root causes of processing and payment errors prior to
case authorization,
- Defining corrective actions and interventions to remedy the root causes,
- Executing continuous improvement cycles,
- Coaching the Program Analysts on methodologies and techniques in order to build internal
capacity and expertise,
- Engaging supervisors to help coach staff on policy issues on an ongoing basis,
- Developing the quality improvement skills and capacity to support preauthorization
reviews on an ongoing basis,
- To build on the training curriculum and the findings from post and preauthorization case reviews,
a vendor will create user-friendly desk guides and job aids containing helpful hints and tips for
processing cases, with a focus on income and SUA,
- These guides will be developed to assist
workers with the navigation of the eligibility system and create an enhanced awareness of the
error-prone areas that may require additional attention,
- The guides will include policy, procedure and eligibility system tips and reinforce important concepts in a concise, easy-to-read format and will leverage payment accuracy best practices.
(2) All the questions must be submitted no later than October 29, 2020.
