[A] Budget: Looking for proposal
[B] Scope of Service:
Vendor needs to provide public safety voice radio communications system that will provide first responders real-time operable and interoperable voice and low speed data services that support day-to-day, mutual-aid, and task force operations.
1. UHF Conventional System: A new UHF analog system that is capable of upgrading to the Association of Public-Safety Communications Officials (APCO) Project 25 (P25) Phase 1 conventional simulcast/multicast operation without the obsolescence of radio hardware to replace the existing system, including the addition of sites and channels for improved coverage and capacity, respectively, as compared to the existing systems 2. Microwave Backhaul: New Internet Protocol (IP)/Multiprotocol Label Switching (MPLS) microwave backhaul to provide connectivity between the LMR system control sites, dispatch centers, and radio frequency (RF) sites, combined with existing leased Telco fiber circuits 3. Dispatch System: New IP dispatch console system, including backup RF control stations (one per channel), equipped with subscriber ID encoding and decoding (such as MDC1200) for the primary dispatch center 4. Dispatch center: Replace three control stations in equipment room, and replace three backup control stations in dispatch center 5. Logging Recording System: New logging recorder systems at the primary dispatch center, able to record analog and future IP-based P25 system traffic, as well as 9-1-1,telephone traffic, and multimedia 6. Network Management System (NMS): New NMS to monitor and control the LMR systems and microwave backhaul 7. Site Upgrades: Leverage existing sites to the extent possible, with infrastructure and facility improvements where needed, including but not limited to, electrical grounding updates, new heating, ventilation and airconditioning (HVAC), backup power, and increased security 8. Subscriber Equipment: New analog field/subscriber radios (portable, mobile, and control station radios), equipped with unit identification and emergency alarm (using signaling such as MDC1200), and capable of future P25 operation without the obsolescence of radio hardware 9. Subscriber Equipment Reuse: The Town has previously purchased approximately 42 JVCKENWOOD NX5300 portable radio units (UFD – 38; KFD – 4) and 6 NX5800 mobile radio units (UFD-6) configured for UHF analog operation which shall be reused in the replacement radio system. Contractor shall support these radios in the new system design. South Kingstown PD will retain 800 MHz equipment for interoperability purposes, with exact quantities of portables and mobiles to be determined during the project
