[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide temporary disability insurance and temporary caregiver insurance consultant service s to the government authority located in Providence, RI.
1. Design and develop a new coordinated care strategy for programs providing services and benefits for injured workers using workers’ compensation, temporary disability insurance and temporary caregiver insurance.
2. To review the temporary disability insurance and temporary caregiver insurance programs from submission of application to determination of claim and payment of benefits and identify external touchpoints with the department (for example: with claimants, with medical providers, with other agencies, etc.).
- Coordinated Care Strategy Expectations
• Provide knowledge of existing state and national models that innovate and create improved operations using best practices that reduce long-term care and improve patient outcomes.
• Provide knowledge of best practice and guidelines for return to work models that reduce job loss and disability.
• Develop a clear, concise, plan of action to build a comprehensive care strategy that coordinates demonstrated models to administer and implement the state’s TDI/TCI/WC.
• Conduct a review of internal policies, regulatory and legislative matters related to TDI/TCI/WC programs (as it relates to the proposed coordinated care strategy) and propose changes and recommendations for improved operational efficiencies and program performance.
• Perform financial calculations and projections program reforms such as: the estimated cost of budget improvements and service delivery.
• Provide an organizational change management plan for TDI staff integration. Assist with TDI/TCI new program model implementation.
• Develop metrics to collect and track data that evaluates program performance for the proposed coordinated care strategy program.
- Operational Efficiency Review
• Create a business process flow map of the temporary disability insurance and temporary caregiver insurance programs from submission of application to determination of claim and payment of benefits.
• Conduct a review of internal policies, regulatory and legislative matters related to temporary disability insurance and temporary caregiver insurance programs.
• Make recommendations for short-term and long-term solutions to improve customer-facing and back-office operational efficiency.
• Develop metrics to collect and track data that evaluates program performance improvements for the TDI and TCI program. Highlight areas and practice where program is not meeting objectives and recommended program improvements.
(2) All questions had been due on June 17, 2019.
(3) Contract term will be one year.
