[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide title IX consulting review service to the government authority located in Kingston, RI.
- Provide benchmarking data relative to similar institutions of similar size to the university. This data should include staffing information, organizational structures, compliance metrics (notifications, reporting, etc.), and other appropriate data.
- Provide model organizational structures that includes FTE counts, position titles, accountabilities, and reporting lines, as well as other information deemed pertinent by the consultant. This model should be flexible and appropriate for a public university such as the university (considering enrollment, staff size, etc.) and be benchmarked against comparable institutions.
- Provide a detailed analysis of best practices with respect to procedures, activities, and responsibilities related to title IX, EEO, affirmative action, and student conduct, with a focus on leading and innovative practices that may be achievable by the university. This analysis should include references to both legal requirements and the practices of benchmark institutions.
- With reference to the university's use of Maxient, review current documents in place for use with student conduct related matters and provide actionable recommendations based on best practices.
- Provide best practice recommendations for security relative to Title IX information.
- Provide model documents related to title IX, EEO, affirmative action, and student conduct procedures and activities, including those related to mandated reporting, employment activities (including hiring), interim measures, record-keeping, notifications, and awareness activities, among others.
- Provide draft policies and procedure documents related to all aspects title IX, EEO, affirmative action, and student conduct at the university, after receiving input from URI leadership. These documents must be consistent with state law and the council on postsecondary education policies.
- Provide analyses and recommendations on whether title IX, EEO, affirmative action, and student conduct complaints can be handled with a single unified and simplified process.
(2) All questions must be submitted no later than June 14, 2019.
(3) Contract term will be five years.
